Mission:
The Livingston County Industrial Development Agency (LCIDA) is a public
benefit corporation of the State of New York authorized under Section 18A of
the General Municipal Law. The LCIDA was created through a home rule request
to the New York State Legislature which was granted a Chapter 132 of the Laws
of 1973. The Board consists of seven members, all appointed by the Livingston
County Board of Supervisors. They serve at the pleasure of the board.
Our mission is to create and retain employment opportunities for the residents of Livingston County and generate tax revenues to support government services. This mission is accomplished through the financing, development, sponsorship, acquisition, construction and equipping of certain economic development projects. Through the fulfillment of the Agency’s mission, the Agency expects to deliver employment, health, and general prosperity, economic welfare and needed services for the residents of Livingston County.

The Livingston County Industrial Development Agency staff and its Counsels are not paid employees of the Agency.
Meetings:
Regular monthly meetings are held on the first Friday of the month
except when such dates precede or immediately follow a holiday. Special meetings
are called as necessary. All meetings are held at the Livingston County Government
Center unless otherwise identified. Public Notices of all regular agency meetings
are placed in the Agency’s official newspapers. Notice of Special meetings
are also published or posted in accordance with New York’s Open meetings
law.
Activities:
The Livingston County Industrial Development Agency is the investment
arm of the Livingston County Development Group. The Agency carries out its roles
through:
Financing and Tax Abatements
• Conduit Financing
• Sites for Development
Financing
Project fixed asset financing can be provided to manufacturers through the issuance
of tax exempt industrial revenue bonds (IRBs). IRBs enable qualifying companies
to obtain financing substantially lower than market rates.
Manufacturers, distributors, warehouses, research and development, and agri-business can qualify for taxable IRBs and straight leases. Projects financed through any of these methods are also eligible for property tax abatements, exemptions from the 8% state/local sales tax and exemption from the 1% mortgage recording tax. The Livingston County Industrial Development Agency can also access numerous regional state and federal programs in the form of low interest, subordinated or guaranteed loans for working capital or fixed assets.
Conduit Financing
The Livingston County Industrial Development Agency can also directly administer
various assistance programs involving employee training, productivity, infrastructure
and project-related public improvements.
Industrial Sites
The LCIDA owns and operates three fully serviced and zoned industrial parks:
• Dansville Business Park- 139 acre parcel in lots ranging from 3-15 acres,
one mile from I-390 on Route 63. Site has direct rail service and is adjacent
to Dansville Municipal Airport. A BUILD NOW NY certified site.
• Mt. Morris/Greenway Industrial Park- 23 acre site in the Village of
Mt. Morris off Route 36.
• Avon/Crossroads Commerce Park- 119 acre parcel on I-390 at exit to Routes
5 & 20. Parcel also fronts on Route 15. A BUILD NOW NY certified site.
