BIOGRAPHY

The Hon. Thomas E. Moran spent most of his formative years in the same community he now serves as District Attorney. The oldest of four boys, Mr. Moran grew up in Livonia, New York and graduated from Livonia Central School in 1973. After high school, Tom began his post-secondary education at the Rochester Institute of Technology as a Criminal Justice Major.

During the fall of 1974 Mr. Moran joined the Livingston County Sheriff’s Department as a Deputy Sheriff. In 1975, DA Moran earned his Associates Degree in Criminal Justice/Police Science from M.C.C. The Town of Brighton welcomed Mr. Moran as a Brighton Police Officer in 1978. While protecting and serving the citizens of Brighton, DA Moran continued to pursue his educational goals by attending SUNY Geneseo and R.I.T. Moran’s efforts and dedication paid off as he graduated cum laude from R.I.T in 1981. In 1984, District Attorney Moran graduated from Syracuse College of Law, but still continued his career as a police officer.

In 1986, Mr. Moran started his new career in law as an attorney. Moran also joined the Livingston County District Attorney’s Office in 1986, and furthered his pursuit of law enforcement, as a part-time Assistant Livingston County District Attorney.

In 1992, Mr. Moran continued to serve the public as the elected Town Justice for the Town of Livonia. In January 1993, DA Moran was appointed to assume the duties of Livingston County District Attorney upon the election of the late Theodore Wiggins to the County Court bench. Moran was subsequently elected District Attorney of Livingston County in 1993 and has served in that capacity ever since. As District Attorney for the past 15 years, DA Moran has personally tried the majority of felony case in Livingston County. Moran’s philosophy as District Attorney can best be summed up in his beliefs that victims deserve more rights than criminals, and that justice is best served swiftly and surely.

DA Moran has served on the executive board of the New York State District Attorney’s Association for the past ten years. Mr. Moran regularly teaches for the New York Prosecutors Training Institute and the National District Attorneys Association. As an adjunct professor, DA Moran also teaches for Keuka College. Mr. Moran never forgets his police officer roots and continues to provide instruction at numerous police academies and in-service trainings.
